How to Contest a Parking Ticket in Chicago

Chicago parking tickets are processed by the Department of Finance, and contested tickets are decided by an administrative law officer at a hearing. After a ticket is issued, Finance mails a notice of violation to the registered owner. The notice gives you 21 days to pay or contest the tickets listed on it, so check the date on your notice and act well before it.

You can contest online using the City's eContest system, which lets you request a hearing by correspondence, a virtual hearing or an in-person hearing. For a correspondence or virtual hearing, you must submit all the evidence you want considered. Photos of missing or blocked signs, a broken meter, a valid permit, or proof that the ticket details are wrong are useful.

If you are found liable, a late payment penalty is added unless you pay by the date on the determination notice, and you have 35 days from the date of the hearing order to appeal to the Circuit Court of Cook County. If you never responded and a default was entered, you may be able to file a petition to set it aside within 21 days.

Chicago: common questions

How long do I have to contest a Chicago parking ticket?

The notice of violation the Department of Finance mails to the registered owner gives 21 days to pay or contest the tickets listed. Use the date printed on your notice. If you do not respond, a determination of liability can be entered and late penalties added.

Can I contest a Chicago ticket by mail?

Yes. The notice of violation explains that you may schedule a hearing by correspondence, which is decided on your written statement and evidence. Use the contest address printed on your notice, or request the hearing through eContest. If you have trouble with eContest, call 312-744-7275.

Why did my Chicago ticket go up?

If you are found liable, or never responded, a late payment penalty is added when the fine is not paid by the pay-by date on the determination notice. The penalty equals the original fine or $250 minus the original fine, whichever is less.

Can I appeal a Chicago hearing decision?

Yes. You can appeal a liable decision to the Circuit Court of Cook County within 35 days of the date on the Department of Administrative Hearings order. If you do not appeal, you must pay the amount due within that time.
