How to Contest a Parking Ticket in Houston
In Houston, parking citations are issued by ParkHouston, but disputes are heard by hearing officers at the Parking Adjudication Office inside the Municipal Courts building at 1400 Lubbock. You have 30 days from the date the citation was issued to contest it. A citation that is not paid within 30 days becomes delinquent, and delinquent citations cannot be contested.
You can contest online through the City's parking portal or in person at 1400 Lubbock, with no appointment needed. Citations cannot be contested at the ParkHouston office on Fannin Street. An online hearing is official and binding, so upload every photo, receipt and written statement with your request, because there is no later chance to add evidence.
If the hearing officer finds you liable, you can appeal to the Municipal Court within 30 days after the order is filed. You must pay the fine plus an administrative fee for each citation appealed, refunded if you win. Vehicles with three or more delinquent citations, or one delinquent disabled-zone citation, can be booted.
