How to contest a parking ticket in Charlotte
On-street parking tickets in Charlotte are issued and reviewed by Park It, a Charlotte Department of Transportation program. Its appeal process, authorized by the City Council, has three levels: Administrative Review, Administrative Hearing, and an appeal to the Superior Court of Mecklenburg County. If you do not pay or appeal within 30 days, the city adds a $25 late fee to the ticket.
Park It says appeal requests must be completed electronically, through the online citation system linked from the city's parking page. You can reach Park It at 333 E. Trade Street, Suite A, or by phone at 704-432-7275, on weekdays from 8 a.m. to 5 p.m. Park It does not accept not knowing the rules, running late, or lacking coins as grounds, so focus on signs, meters, permits and ticket errors.
If the Administrative Review does not go your way, you can request an Administrative Hearing, and then appeal to Superior Court if needed. If tickets go unpaid, the city may turn to a collection agency, credit bureau reporting, tax garnishment or small claims court, and vehicles with three or more overdue tickets can be booted.
What to do, step by step
Check the deadline
Most cities give you a few weeks to contest a ticket — the deadline is usually printed on the ticket. Missing it can add late penalties.
Gather your evidence
Photograph the signs, curb markings, meter or pay station, and where your car was parked. Keep receipts, permits and any repair or police records.
Write your appeal
Answer the questions above. Keep it short and factual — reviewers read a lot of these, and a calm, specific letter with evidence is the most persuasive.
Submit it on time
Submit online through City of Charlotte Park It Program, or mail it to the address printed on your citation. Keep a copy and proof that you sent it.
Follow up
If the Administrative Review is denied, you can ask for an Administrative Hearing, and after that you can appeal through the Superior Court of Mecklenburg County. Check your decision notice for the deadline to take the next step.
What if your appeal is denied?
A denial at the first review isn't the end. Most cities offer at least one more level — usually a hearing in person, by phone or by mail — where a different person looks at your evidence.
In Charlotte: If the Administrative Review is denied, you can ask for an Administrative Hearing, and after that you can appeal through the Superior Court of Mecklenburg County. Check your decision notice for the deadline to take the next step.
Keep every notice and receipt. If you win at a later stage, any amount you paid is normally refunded.

Re: Request for review of parking citation 4012345678 — license plate 7XYZ442
To whom it may concern:
I am writing to contest parking citation 4012345678, issued on September 20, 2026 at 300 block of Main St to the vehicle with license plate 7XYZ442. I respectfully ask that the citation be dismissed.
Reason for contesting: The signs were missing, unclear or blocked.
The only no-parking sign on the block was covered by overgrown tree branches. Photos I took a few minutes after finding the ticket show the sign could not be seen from where I parked.
I have included the following evidence in support of this request: Two dated photos of the covered sign and a map showing where my car was parked.
I am submitting this appeal within the 30 days Park It allows to pay or appeal a citation before a late fee is added. I ask that it be considered at the Administrative Review level.
Please review this citation and dismiss it. I would appreciate written confirmation of your decision, sent to the address above.
Sincerely,
Alex Morgan
Frequently asked questions
How long do I have to appeal a Charlotte parking ticket?
Park It says that if you fail to pay or appeal a violation within 30 days, a $25 late fee is added. Submitting your appeal within that 30-day window avoids the late fee. Check your citation for any other dates printed on it.
What reasons does Charlotte not accept for a parking appeal?
Park It does not accept lack of knowledge of the parking rules, being late for an appointment, being unable to find a space, or not having enough coins or another way to pay. Appeals based on unclear signs, broken pay stations or ticket errors are more likely to be considered.
What are the appeal levels in Charlotte?
There are three: an Administrative Review of your written appeal, an Administrative Hearing if the review is denied, and an appeal through the Superior Court of Mecklenburg County. Most disputes are settled at the first or second level.
Can I mail my Charlotte parking appeal?
Park It says appeal requests must be completed electronically, so submit this letter and your evidence through the online appeal form. If you have questions, or your plate was cited by mistake, call Park It at 704-432-7275 and staff will explain what evidence is needed.
Is it worth contesting a parking ticket?
If you have a genuine reason and some evidence — a hidden sign, a broken meter, a valid permit or a ticket with wrong details — a written appeal costs little and succeeds often enough to be worth the few minutes it takes.
What evidence helps the most?
Clear, dated photos of the signs, curb and meter; payment receipts or permits; and anything showing the ticket's details are wrong, such as the wrong plate or vehicle make.
